Määrus kehtestatakse kriminaalmenetluse seadustiku § 35¹ lõike 4 alusel. Määrusega kehtestatakse järgmised õiguste deklaratsiooni näidisvormid, mis antakse kahtlustatavale või süüdistatavale, kes on kinni peetud või vahistatud:
õiguste deklaratsioon (lisa 1);
Euroopa vahistamismääruse alusel kinni peetud või vahistatud isiku õiguste deklaratsioon (lisa 2);

The Regulation is established on the basis of subsection 35¹ (4) of the Code of Criminal Procedure. The regulation establishes the following forms of the declaration of rights, which is given to a suspect or accused who is detained or arrested:
1) Declaration of rights (Annex 1);
2) Declaration of rights of person arrested on basis of European arrest warrant (Annex 2);
3) Declaration of the Rights of the Minor (Annex 3).
