Legal tech in Estonia

Legal technology for Estonian law — what it is and what it really does today

Legal tech is software that takes over the repetitive part of legal work: finding the sources, checking citations, a first review of contracts and draft documents. Estonia is a natural place for it — laws and court decisions are published digitally, and the state and businesses are used to working digitally.

What is legal tech?

Legal tech (legal technology) is the umbrella term for technology that helps people working in law do their work faster and more precisely: legal research systems, contract analysis and drafting, case law search, compliance checks and, in recent years, AI-based legal assistants. Good legal technology does not replace a lawyer's judgement — it puts the sources for that judgement in front of them faster.

Why Estonia suits legal tech

The law is digital

Laws and regulations are published electronically in Riigi Teataja, with consolidated texts in force and their versions.

Court decisions are public

Decisions of the Supreme Court and other courts are published online, so case law can be searched by provision.

Digital by default

Contracts and applications are signed digitally, and dealing with the state mostly happens through e-services.

Three languages

Lawyers in Estonia often work in Estonian, Russian and English — a tool has to understand all three.

What legal technology does today

1

Legal research

Laws, EU law, court decisions and explanatory memoranda in one search; search by citation too.

2

Contract review

Finding risky clauses and proposing a lawful wording right in the document.

3

Citation check

Whether a provision a document cites is in force and whether the cited subsection and point exist.

4

Drafting

Drafts of contracts, applications and procedural documents under the law in force.

5

Change monitoring

A notice when a followed provision changes or a decision applying it appears.

6

Legal assistant

Answers with citations to provisions — what matters is that every statement can be checked against its source.

laws and regulations in force
court decisions
Supreme Court case summaries
committee decisions and Chancellor of Justice opinions
explanatory memorandum passages on provisions
local government acts

The database is updated every night from Riigi Teataja and other official sources.

Frequently asked questions

›What is legal tech?

Technology that helps lawyers and everyone working with the law do their work faster and more precisely: legal research, contract analysis, drafting, case law search and legal assistants.

›Are there legal tech companies in Estonia?

Yes. One of them is LegalWise (ESTERN TECH OÜ, Tallinn), built for Estonian and EU law and working in Estonian, Russian and English.

›Does legal technology replace lawyers?

No. A good tool takes over routine work and finds the sources fast, but the lawyer decides. LegalWise is not a law firm and does not provide an attorney's legal services.

›How do you judge whether legal tech can be trusted?

Check whether every statement cites a specific provision, whether quotations can be compared with the source, whether the law in force is used and how user data is handled.
